Unfortunately no. You can give notice but you cannot legally withhold rent. But you should contact the Citizens Advice Bureau who will give you clear instructions on the Landlords responsibilities. The usual route would be to put your complaint in writing to the landlord, and give them sufficient time to respond to the complaint. If they still do not fix the problems, the alternative is to have the work done yourself and submit the bill to the landlord. If they do not pay it, then you would need to start a small claim through the court.
