A Device Attached to the System is Not Functioning?

i am using windows xp 3. while using internet my net is suddenly disconnecting.i am getting replay from google.com Using command promt.but in windows mode. i am unable to surf internet with browser.at that time i was tried to open the network system in my network.i am getting the error also "A Device Attached to the System is Not Functioning" Plz Help me
